The space agencies could not accept in the early seventies the succession of failures similar to the ones described in element 3, so 11 space agencies including the U.S. and Soviet agencies agreed within the CCSD (consultative committee on space data) to standards, a second purpose being the interoperability of space platforms. Space agencies and international organisations went further in the definition of standards and eventually even integrated ISO standards in their directives. Compliance with the requirements of the relevant agencies are also elements of a data management plan. PERICLES has an important role in making these data management plans flexible to take into account changes of scientific objectives during the duration of the mission.
